From “tradecraft” to “statecraft”: The Rise of ISI as an state within a state

This article seeks to lay out a comprehensive framework through which one can understand the growth of the Inter-Services Intelligence (ISI) of Pakistan. While trying to do so, it identifies four different factors – political influence, ideological motivation, means of generating its own funds and advanced capabilities in intelligence tradecrafts. Elucidating each of those through various past activities of ISI, a clear pattern is established which explains both the rise in power of ISI and also its ambitions as far as formulating Pakistan’s policies are concerned.
